On April 2, 8 and 9, 2021, a SCPA team paid a working visit to the Commissariats of Elbasan, Gramsh, Cërrik, Peqin. The team, which consisted of the International Police Advisor, the local expert and the program coordinator, was accompanied by representatives of the Community Policing Sector of the ASP HQ.
The purpose of the visit was to discuss the process of changes that started to be implemented in the Commissariat of Elbasan and then extended to all commissariats of TLPD Elbasan.
The visit took place in the premises of the police commissariats of Elbasan, Gramsh, Cërrik and Peqin. These meetings were attended by Patrol Police Officers (PPOs) and Community Policing Officers (CPOs) for rural and urban areas of the above police commissariats and of the Police Post of Belsh.
In all those meetings, interviews and discussions were made on the process of changes that started to be implemented in the area of responsibility of the Commissariat, the positive sides of the application of changes and the challenges that this process presented as a whole.
Part of the discussions focused on the 2-shift system of NSPKs, the gradual transfer of some tasks to the General Police Patrol, as well as the reduction of standby shifts.
The SCPA team also held meetings with the Heads of the commissariats and the heads of public order with whom they discussed the latest developments regarding the change process.
The program experts took note of the suggestions and promised to be part of the ongoing process.
