In the framework of the Program “Strengthening Community Policing in Albania” (SCPA) funded by the Swedish Government via the International Agency for Development and Cooperation (Sida) and implemented in Albania by FCG Sweden was organized in May 2019 a one-week study visit to North Rhine Westphalia (NRW) police. The delegation headed by the Director of the Department of Public Safety Mr. Gjovalin Loka, consisted of directors of the target Local police directorates of Kukes and Elbasan as well as senior executives and experts of the State Police.
During the visit in NRW, Germany visited the Police Directorates of Cologne, Dortmund, Duisburg and Warendorf. Also, the Albanian Police delegation had the opportunity to visit the State Institute for Education and Training of Police in Selm and the German Police University in Münster-Hiltrup
The delegation was acquainted in general with the work of public safety structures and community policing in particular. Of particular interest were issues such as the implementation of the CP in NRW police, services to citizens, the tasks of the Sector for Strategic Analysis, Planning, Monitoring Reporting and Evaluation, Delegation of Tasks, Competencies and Responsibilities, Measurement of Processes, Results and Impact of police works and finally the theoretical and practical education and training of police officers of all levels
Mr. Loka, acquainted his counterparts with the experience of Albanian State Police structures and the progress achieved so far in this area.
Also during the visit to these country they agreed on other co-operation stages to strengthen Community Policing in Albania.
